About 264,510 stores that sell tobacco, cigarettes or vapor products. They are in all 50 states, DC and the US territories. One row is one store. About 129,000 of them are on a state or city license roll. Those rolls cover Texas, California, Pennsylvania, New York, Florida, Massachusetts, Washington, Wisconsin, Colorado, Maryland, Kansas, Connecticut and Rhode Island, plus Chicago. These rows carry the licensee, the trade name, the license numbers and the products licensed. The other 135,000 stores come from FDA's tobacco compliance checks. FDA inspectors visit retailers in every state, often with an underage buyer. Each of these stores had at least one check between 1 October 2022 and 30 September 2026. The FDA columns give the date of the last check, the number of checks, the violations and the sales to minors. About 82,000 licensed stores carry them too. license_verified is Y when a state or city roll lists the store. Every row has a county, a county FIPS code and a map point. Stores can be counted by county, ZIP or tract. The list leaves out wholesalers, distributors and manufacturers.

## The figures

- Records: 264,510 locations (264,506 US)
- States: 52
- Coverage: All 50 states, DC and US territories. Licence rolls in TX, CA, PA, NY, FL, MA, WA, WI, CO, MD, KS, CT, RI and Chicago. FDA compliance checks since October 2022 everywhere else
- Fields: 48
- Price: $199 one-time, CSV download, commercial license (https://locationlists.com/license)
- Snapshot built on November 2, 2026. Not rebuilt on a schedule.
- File last modified: 2026-11-03

The file has all 264,510 locations across 52 states in one download. Building the same list by searching one area at a time tends to miss places, and a missed place looks like a gap in coverage that is not really there.

## Questions

### Which states are license-verified?

Texas, California, Pennsylvania, New York, Florida, Massachusetts, Washington, Wisconsin, Colorado, Maryland, Kansas, Connecticut and Rhode Island, plus the City of Chicago. In those places the rows come from the state or city license roll. Every other state's rows come from FDA's tobacco compliance checks. The license_verified column says which is which.

### What date is each source from?

Texas, New York, Pennsylvania, Florida, Wisconsin, Kansas, Connecticut and Chicago are live or daily files, read on 2 November 2026. Massachusetts' lists are dated 7 October 2026 and California's 1 October 2026. Colorado's list is from September 2026. Maryland's file is dated 13 May 2026. Washington's list is dated 10 February 2026 and Rhode Island's 6 February 2026. FDA's files run to decisions made on 30 September 2026. The source_date column carries each row's date.

### What are FDA's tobacco compliance checks?

FDA contracts state inspectors to visit tobacco retailers, often with a buyer under 21. Each check ends in a decision: no violation, a warning letter, a fine or a no-sale order. FDA publishes every decision since 2010 with the store's name and address. A store comes in from FDA when it had a check between 1 October 2022 and 30 September 2026. We do not count a store as open from older records alone. FDA rarely publishes the visit date. The dates here are FDA's decision dates.

### How are the license rolls and FDA's records joined?

By address. A licensed store takes every FDA record at its street address, suite and ZIP. It also takes a record at the same house number and street in its ZIP. In the states with a full license roll, we leave out an FDA store that no roll lists. Most of these stores closed, moved or stopped selling tobacco after FDA's check. Some are on the roll under an address written another way. Florida, Maryland and Connecticut publish only part of their roll. There, FDA stores the roll does not list come in as FDA rows. The same goes for Illinois outside Chicago.

### How deep is FDA's coverage in states without a license roll?

FDA checked about 9,900 stores in Georgia, 8,100 in New Jersey, 6,000 each in Michigan and Missouri, 5,300 in Virginia and 5,000 in Tennessee in the four years. Arizona, Kentucky, Michigan, Missouri, North Carolina, South Carolina, South Dakota, Tennessee, Virginia and Wyoming issue no state retail license at all, so FDA's records are the only public list there. FDA does not check every store every year. A store it has not visited since October 2022 is not in these rows.

### Is one row one store?

Yes. We merge a store's licenses into one row when they share a street address, suite and ZIP within one state. Texas issues separate cigarette and e-cigarette permits. Massachusetts issues separate cigarette, vapor and cigar licenses. A store holding several is one row with every license number. FDA's records for one address are one row too, even when FDA spelled the name several ways.

### Does California's roll include every retailer?

No. California's list leaves out licenses held by individuals: sole proprietors and married co-owners. State law bars the tax agency from releasing their names and addresses. California counts as a full roll here. Those stores are not filled in from FDA.

### Why are some Connecticut licenses left out?

Connecticut's dealer list prints one address per license, and for many dealers it is the owner's mailing address. We leave out licenses at a PO box, outside Connecticut, or at an address several trade names share. FDA's Connecticut records fill in the stores.

### Is there a phone number or email?

Phone numbers come only from New York City's license file and Washington's list. No state and no FDA record publishes an email.

### Where does this data come from?

From each licensing agency and from FDA. The agencies are the Texas Comptroller, the California Department of Tax and Fee Administration, the New York State Department of Taxation and Finance with New York City's Department of Consumer and Worker Protection, the Pennsylvania, Massachusetts, Wisconsin, Colorado and Kansas Departments of Revenue, Florida's Division of Alcoholic Beverages and Tobacco, the Maryland Judiciary, the Washington Liquor and Cannabis Board, the Connecticut Department of Revenue Services, the Rhode Island Division of Taxation and the City of Chicago. FDA's records are its Tobacco Compliance Check Outcomes, the files FDA publishes for each fiscal year.

### How is this data cleaned?

Every rebuild runs the same steps and counts what each one changed. For the current file, rebuilt November 3, 2026 from timp-ccid.fda.gov: Merged 0 duplicate listings that had the same business name, street address and ZIP code, keeping every filled-in detail from both (November 3, 2026). Unified 3,126 city names written more than one way within the same ZIP code (for example with and without a space or an abbreviation) to the US Census Bureau spelling (November 3, 2026). Corrected 456 misspelled city names to the US Census Bureau place name for their ZIP code (November 3, 2026). Removed the second copy of 9 street addresses that were typed twice in the same field (November 3, 2026). Restored the leading zero on 4 ZIP codes that had lost it (November 3, 2026). Added map coordinates to 233,103 listings that had none, from the US Census Bureau address geocoder or, where the street address could not be matched, the centre of the ZIP code (November 3, 2026). Set the county and its federal county code on 255,953 listings, matched to the US Census Bureau county list from the county the source records, the listing's map point, or its ZIP code area (November 3, 2026). Checked every map point against the state in its address and re-placed 23 points that fell outside that state (November 3, 2026). Flagged 2,150 addresses that are incomplete, a PO box, or missing a house number, in an address quality column (November 3, 2026). Checked that the row count, state count and field completeness published for this file were measured from the file itself (November 3, 2026).

### Isn't this free on timp-ccid.fda.gov?

The underlying records are public on timp-ccid.fda.gov. What you pay for is the work between that public release and this file: unified 3,126 city spellings, corrected 456 misspelled city names, fixed 9 doubled addresses, restored 4 ZIP codes, added coordinates to 233,103 listings, added the county to 255,953 listings, re-placed 23 misplaced map points, flagged 2,150 incomplete addresses and measured 264,510 rows. The current file was rebuilt November 3, 2026 from timp-ccid.fda.gov. Doing it yourself means downloading the full release, repeating each of those steps, and repeating them again every time the source updates.

### How complete is each field?

Measured on every row of the current file, the share of rows that carry each key field: phone 3%, street address 100%, city 100%, state 100%, ZIP code 100%, latitude 100%, longitude 100%. 25 of 48 columns are filled on at least half the rows.
