2,821 companies and organizations that won a federal Other Transaction award between 2020 and 2026, one row per vendor with their OT totals, agencies, contacts and links. 91.2% carry a SAM.gov point of contact, 76.9% a website, 96.3% a phone and 72.2% their prime-contract history. Each row carries the vendor's UEI, CAGE code, address, phone, SAM.gov website and point of contact, SBA profile email where published, OT action counts by type, total OT dollars and cost share, first and last award dates, top awarding agency, and prime-contract history from USAspending. Joined on UEI to SAM.gov registrations, SBA Small Business Search profiles, SBA PPP loan records and USAspending prime contracts. On consortium-routed OTs, FPDS names the consortium manager (for example Advanced Technology International or the National Security Technology Accelerator) as the vendor; the company performing the work is not in the government record, and these rows are marked consortia_flag = Y. Built from the Federal Procurement Data System (FPDS-NG), the government's official register of contract actions — the only public record of Other Transaction awards, which USAspending does not carry.

## The figures

- Records: 2,821 OT award vendors
- Coverage: U.S.
- Fields: 47
- Price: $29 one-time, CSV download, commercial license (https://locationlists.com/license)
- File built on September 15, 2026. Not on an automatic refresh schedule.
- File last modified: 2026-09-15

The file has all 2,821 OT award vendors in one download. Building the same list by searching one area at a time tends to miss places, and a missed place looks like a gap in coverage that is not really there.

- `sba_contact_person`: Contact named on the vendor's SBA profile

- `sam_registration_status`: The vendor's SAM.gov registration: active, expired, or not in the current SAM public extract

- `primary_naics`: Primary NAICS code (SAM.gov)

- `employees_reported_ppp`: Employees the vendor reported on a 2020–21 SBA PPP loan — a headcount at that date, not a current figure
- `small_business`: yes / no as recorded on the action — FPDS OT records populate this sparsely, so a blank is not a 'no'
- `is_consortium_manager`: yes — at least one of the vendor's OTs is consortium-routed, so its totals include work performed by consortium members
- `ot_actions`: OT actions for the vendor
- `ot_agreements`: OT agreement actions
- `ot_idvs`: OT IDV actions
- `ot_orders`: OT order actions
- `ot_prototype_actions`: Prototype OT actions

- `address_quality`

## Questions

### What is an Other Transaction award?

An Other Transaction (OT) is a federal agreement made outside the Federal Acquisition Regulation, mostly used by the Department of Defense to fund prototypes and follow-on production with nontraditional and commercial companies. OTs are recorded in the Federal Procurement Data System but are not published by USAspending, which is why they are hard to find.

### What does one row contain?

One vendor that won at least one OT award, with its OT totals across the file and its contacts and links.

### Does it show the company doing the work on consortium OTs?

On consortium-routed OTs, FPDS names the consortium manager (for example Advanced Technology International or the National Security Technology Accelerator) as the vendor; the company performing the work is not in the government record, and these rows are marked consortia_flag = Y. The consortium's own member list, where one is published, is the next place to look.

### Does it include contact details?

Yes, from public government registers joined on the vendor's UEI: the SAM.gov point of contact name for 91.8% of rows, the SAM.gov website for 77.2%, the phone on the FPDS record, and the email the vendor publishes on its SBA profile for 26.5% (mostly small businesses). Nothing is compiled from other lists.

### How often is it refreshed and how is it checked?

File built on September 15, 2026. It is not on an automatic refresh schedule, so check the build date above before you buy.

### How is this data cleaned?

Every rebuild runs the same steps and counts what each one changed. For the current file, rebuilt September 15, 2026 from FPDS-NG public ATOM feed: Merged 0 duplicate listings that had the same business name, street address and ZIP code, keeping every filled-in detail from both (September 15, 2026). Unified 0 city names written more than one way within the same ZIP code (for example with and without a space or an abbreviation) to the US Census Bureau spelling (September 15, 2026). Corrected 0 misspelled city names to the US Census Bureau place name for their ZIP code (September 15, 2026). Added map coordinates to 0 listings that had none, from the US Census Bureau address geocoder or, where the street address could not be matched, the centre of the ZIP code (September 15, 2026). Set the county and its federal county code on 0 listings, matched to the US Census Bureau county list from the county the source records, the listing's map point, or its ZIP code area (September 15, 2026). Checked every map point against the state in its address and re-placed 0 points that fell outside that state (September 15, 2026). Flagged 2,821 addresses that are incomplete, a PO box, or missing a house number, in an address quality column (September 15, 2026). Checked that the row count, state count and field completeness published for this file were measured from the file itself (September 15, 2026).

### Isn't this free on FPDS-NG public ATOM feed?

The underlying records are public on FPDS-NG public ATOM feed. What you pay for is the work between that public release and this file: flagged 2,821 incomplete addresses and measured 2,821 rows. The current file was rebuilt September 15, 2026 from FPDS-NG public ATOM feed. Doing it yourself means downloading the full release, repeating each of those steps, and repeating them again every time the source updates.

### How complete is each field?

Measured on every row of the current file, the share of rows that carry each key field: email 48%, website 77%, headcount from PPP loan 15%, industry code 89%. 41 of 47 columns are filled on at least half the rows.
