171,649 active manufacturing facilities in EPA's Enforcement and Compliance History Online (ECHO), downloaded on 26 October 2026 as the ECHO Exporter file of 25 October. A facility is in when EPA lists a manufacturing NAICS code for it (146,289), or a manufacturing SIC code where it lists no NAICS (25,360). California has 35,542, Texas 14,404 and Illinois 9,391. Each row carries all 133 ECHO columns. Under the Clean Air Act, Clean Water Act, RCRA and the Safe Drinking Water Act it gives program ids, permit types, inspections, actions, penalties and quarter-by-quarter compliance. 45,780 were inspected in the last five years. 11,881 have a violation identified, 4,138 of them significant. 6,126 have an assessed penalty and 27,058 have a federal enforcement case. ECHO has no phone or email. 38,574 rows carry the public contact from the facility's TRI forms. 29,688 sit in a Section 232 sector by NAICS code.

## The figures

- Records: 171,649 locations (171,637 US)
- States: 52
- Coverage: U.S.
- Fields: 143
- Price: $149 one-time, CSV download, commercial license (https://locationlists.com/license)
- Snapshot built on October 27, 2026. Not rebuilt on a schedule.
- File last modified: 2026-10-27

The file has all 171,649 locations across 52 states in one download. Building the same list by searching one area at a time tends to miss places, and a missed place looks like a gap in coverage that is not really there.

## Questions

### Which facilities are in it?

Every facility in EPA's ECHO Exporter that EPA marks active (an air, water, hazardous waste or drinking water permit in active status) and that has a manufacturing NAICS code (31-33). A facility with no NAICS code is in when it has a manufacturing SIC code (20-39). ECHO lists a facility's codes in numeric order, not by importance. So a facility is in when any of its codes is manufacturing.

### What do the compliance columns mean?

They are EPA's own figures from ECHO. Counts cover the last five years. complianceStatus is the facility's overall status today. The history columns give one letter per quarter for the last 12 or 13 quarters. Each program (caa, cwa, rcra, sdwa) has its own set.

### Is there a phone or email?

ECHO publishes none. Where the facility reports to the Toxics Release Inventory, the row carries the public contact from EPA's TRI facility table, with phone and email: 38,574 rows. For a facility that stopped reporting to TRI the contact can be years old.

### How current is the data?

Snapshot built on October 27, 2026. It is a one-time snapshot and is not rebuilt on a schedule.

### How is this data cleaned?

Every rebuild runs the same steps and counts what each one changed. For the current file, rebuilt October 27, 2026 from echo.epa.gov: Merged 0 duplicate listings that had the same business name, street address and ZIP code, keeping every filled-in detail from both (October 27, 2026). Unified 2,302 city names written more than one way within the same ZIP code (for example with and without a space or an abbreviation) to the US Census Bureau spelling (October 27, 2026). Corrected 140 misspelled city names to the US Census Bureau place name for their ZIP code (October 27, 2026). Removed the second copy of 1 street addresses that were typed twice in the same field (October 27, 2026). Restored the leading zero on 1 ZIP codes that had lost it (October 27, 2026). Added map coordinates to 0 listings that had none, from the US Census Bureau address geocoder or, where the street address could not be matched, the centre of the ZIP code (October 27, 2026). Set the county and its federal county code on 171,530 listings, matched to the US Census Bureau county list from the county the source records, the listing's map point, or its ZIP code area (October 27, 2026). Checked every map point against the state in its address and re-placed 84 points that fell outside that state (October 27, 2026). Flagged 10,342 addresses that are incomplete, a PO box, or missing a house number, in an address quality column (October 27, 2026). Checked that the row count, state count and field completeness published for this file were measured from the file itself (October 27, 2026).

### Isn't this free on echo.epa.gov?

The underlying records are public on echo.epa.gov. What you pay for is the work between that public release and this file: unified 2,302 city spellings, corrected 140 misspelled city names, fixed 1 doubled addresses, restored 1 ZIP codes, added the county to 171,530 listings, re-placed 84 misplaced map points, flagged 10,342 incomplete addresses and measured 171,649 rows. The current file was rebuilt October 27, 2026 from echo.epa.gov. Doing it yourself means downloading the full release, repeating each of those steps, and repeating them again every time the source updates.

### How complete is each field?

Measured on every row of the current file, the share of rows that carry each key field: street address 100%, city 100%, state 100%, ZIP code 100%, latitude 100%, longitude 100%. 68 of 151 columns are filled on at least half the rows, and 1 is empty in every row.
